Could one of the reasons also be that many of these atrocities were done 
outside of Japan, in China, for example. In Europe, there was plenty of 
evidence within Germany.

On a related note, it will be very interesting how the West deals with  
Milosevich now that peace talks are proceeding and his charges of crimes 
against humanity last week.
