A good question, my short answer is, both. Sadism is so
pervasive in GR, as Paul and Derek note, that it is tough to
answer your question, but I think that while nationality,
history, is part of Pynchon's simple formula, his stock
repertoire, Argentines, Germans, Americans, etc., (each has
a particular sadism, guilt, and so forth), these are Only a
simple formula that he builds his manic complexity from
(adding theories of everything under the sun, several
psychological theories for example). In GR, Sadism is 
natural to Man, he is born with it, as he is born with guilt
and death. It's one of the sicknesses Modern Man has. In GR
it often  comes from Mother, some Fathers, but the SYSTEM
doesn't much care, so long as it can control the kids with
it.
