one out (strictly speaking about the verbs).  Is there
really a clear rule or difference?  When you try to
track them down in the dictionary they end up meaning
the same thing...  I think.>>

I'll wade in here.  "Effect" as a verb means "to bring
about or engender."  (A cold front effects a change in
the weather.) 

"Affect" means "to influence."
