Apparently this is a flashback to what might be for Weismann a state of lost happiness (The Oven-State) in the Haagsche Bosch, that is, the scene where Weissmann, Gottfried, and.Katje are introduced. Maybe this is what W. sees what could see from the window when Katje looks inside for the first time. Also fragments of Katje and a bottle of gin (they drink gin in the shelter all night after Katje's escape). See the second half of the paragraph: "Could it be that Blicero's eyes... are for Thanatz reflecting the past?", and then the replay of the Netherland scenes.

thoughts... i actualy have no idea why this would be... so maybe i glossed over something in GR that provides the answer/link/explanation/Kute Korrespondences....
