Here's a transcript:

"NARRATOR (Kevin Spacey): Pelted by debris when the north tower collapsed,
[building] 7 burned until late afternoon, allowing occupants to evacuate to
safety.

SILVERSTEIN: I remember getting a call from the, uh, fire department
commander, telling me that they were not sure they were going to be able to
contain the fire.  And I said, "you know, we've had such terrible loss of
life  I mean the smartest thing to do is just pull it" ....uhhhh....  And
they made that decision to pull, uhh, and then we atched the building
collapse."


I mean, two ways of reading it:
1. "not sure they could contain the fire" + "had such terrible loss of life"
= let's get people out before more die; let's pull out of the building

2. He meant, we can't control the fire, so let's go back in and set up
explosives and knock it down, because there's already been so much loss of
life; let's pull the building
