GR translation: wallpaper awhisper with peacocks

Two readings. We differ. 

One reading rests on an indirect--outlier-- meaning of 'awhisper' wherein whisper is
soundless.........

I have trouble believing in an attribution of movement (indirectly) and
in the (indirect) sound of wallpaper images of peacocks' tails. 

Ockham's razor leads me to the other definition of awhisper....

"Awhisper" is an adjective modifying wallpaper, attributing
(indirectly) movement and sound of wallpaper images of peacocks'
tails.

"Nothing's hand" wipes across wallpaper
[from] [wallpaper] awhisper with peacocks spreading their fans
[then]  down [more wallpaper of] deep lawns to Georgian
[then] to [more wallpaper of] safe groves
