    It means expressing concern over and doing so in a theatrical
    attentions-seeking manner.

    

    The communists were "bleeding over" the distressed Americans of the
    Great Depression--the unemployed workers.

    

    Also (and especially as the text has it)  the discriminated -against
    African Americans.
