In what sense -- other than some continuity of top personnel from the
wartime OSS to the CIA -- was MKUltra a "direct outgrowth" of Paperclip?
Its guiding spirit was Bronx-born Sidney Gottlieb. Psychopharmacology
hadn't been among Paperclip's target disciplines (nor a big deal in German
wartime work). And of course LSD itself had come out of neutral Switzerland.
We should take pride in MKUltra as a home-grown, red-white-and-blue
initiative.
