You don't say?

I'd characterise this as "preemptive truth" (well, fragments of the 
truth). Note the name "Andriy Parubiy". Parubiy was the guy who made 
things happen.

Meanwhile, the Atlantic Council is desperately trying to put some 
distance between the Ukrainian government and its neo-Nazi death squads, 
shedding some truth along the way:
