On the most basic level because the "further shores" of the rivers have 
"vanish'd behind curtains of ice-fog."

The image also juxtaposes the defined (city, isle) and the as yet 
undefined (wilderness, ocean). Mason and Dixon, of course, are in the 
business of "defining" both land and sea.
