I guess I've always identified with Pirate here so the "Why?" to me refers
back to the line
above to me "There is more to this than he can see".
Cliffhanger of a chapter ending, no?

orders. Esp if, per Monte's hypothesis there is some freelancing going on.
Esp if Pointsman
if he is enfolded in PISCES and that is not identical to the They, and may
be issuing new orders to
Pirate who is confused about who, what and why?
